Abstract

Pengelolaan aset peralatan berat di Dinas Pekerjaan Umum Kota Gunungsitoli hingga saat ini belum terinventarisasi secara utuh. Selain itu, status kepemilikan aset peralatan berat hingga saat ini belum jelas. Begitu juga halnya dalam pelaksanaan penyewaan aset peralatan berat nyatanya belum mampu menghasilkan retribusi daerah secara optimal. Bahkan pelaksanaan penilaian aset dan sistim informasi manajemen aset (SIMA) pada pengelolaan aset peralatan berat belum terlaksana sama sekali. Artikel ini menganalisis pengelolaan aset peralatan berat di Dinas Pekerjaan Umum Kota Gunungsitoli. Metode penelitian deskriptif dengan pendekatan kualitatif digunakan dalam kajian. Manajemen aset peralatan berat yang terdiri dari lima aspek, yaitu: inventarisasi aset, legal audit, penilaian aset, optimalisasi pemanfaatan aset dan sistem informasi manajemen aset menjadi konsep dasar dan pisau analisisnya. Hasil penelitian menunjukkan bahwa pelaksanaan pengelolaan aset peralatan berat belum berjalan secara maksimal. Adapun beberapa hambatan yang dihadapi dalam pengelolaan aset peralatan berat yaitu kekurangan jumlah dan kompetensi teknis aparatur, keterbatasan anggaran, adanya indikasi penyelewengan pengadaan aset, prosedur penyewaan peralatan berat yang tidak jelas, tarif retribusi yang rendah, serta kurangnya sarana dan prasarana pendukung.
