While e-government is often framed as a national-level policy, this study focuses on a concrete, time-bound local initiative the 2017–2022 E-Government Development Master Plan of Central Lombok which functions as a structured implementation program suitable for programmatic evaluation. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis involving key stakeholders, particularly the Central Lombok Communication and Information Office (Diskominfo). The context evaluation revealed a mismatch between the region digital goals and its limited institutional readiness, particularly in terms of infrastructure and public digital literacy. The input evaluation showed that while planning documents and budgets were prepared, gaps remained in human resources and training capacity, with only 18.75% of officials and 30.75% of staff familiar with basic ICT. The process evaluation highlighted inconsistencies between planned targets and implementation outcomes such as the low number of agencies connected to central servers and minimal public interaction with e-government platforms. Finally, the product evaluation indicated that the program’s objectives were only partially met, with persistent challenges in system integration, inter-agency coordination, and citizen uptake of services. The study concludes that improving cross-agency collaboration, enhancing digital capacity through training and education, and promoting public awareness are essential for advancing e-government outcomes in the region. Technologies such as machine learning, predictive analytics, and automated decision-making systems enable governments to process large-scale data, anticipate societal needs, and optimize service delivery across various sectors. This study employs a Systematic Literature Review (SLR) by analyzing 40 peer-reviewed articles published between 2010 and 2024 to examine approaches to AI implementation, associated challenges, outcomes, and adoption patterns in public policy. The findings indicate that AI has been widely adopted in sectors such as healthcare, security, and public administration. The implementation of these technologies has demonstrably improved operational efficiency, enhanced decision-making quality, and supported more adaptive and personalized public services. Nevertheless, the application of AI in the public sector continues to face significant challenges, including algorithmic bias, ethical concerns, technical limitations, regulatory constraints, and data privacy risks. Cross-sectoral analysis also reveals disparities in adoption levels, with developed countries exhibiting higher degrees of AI integration than developing countries. Overall, this study highlights the substantial potential of AI in advancing data-driven governance. The Technical Implementation Unit of the Cultural Park and Museum of the Regional Education and Culture Agency of West Sulawesi Province has not yet conducted asset valuation or implemented leasing mechanisms, resulting in suboptimal revenue generation. This study examines how asset optimization can be strengthened through improved management, procedural implementation, and utilization forms. Using a qualitative descriptive design, data were collected through interviews, observation, and documentation involving eight informants. Findings indicate that planning, asset utilization, lending, and cooperation-based utilization have been implemented, although not yet supported by valuation and leasing practices. The study recommends conducting asset valuations, formalizing lease implementation, and integrating leasing with lending and cooperation systems to enhance revenue. This study aims to discuss effective local leadership in addressing stunting in Mongpok Village, Serang Regency, Banten Province, Indonesia, using four concepts or dimensions of leadership, namely transformational leadership, collaborative leadership, socio-cultural leadership, and shared leadership, as well as formulating an effective local leadership model. The research used a qualitative descriptive approach through data collection techniques through interviews and observations. The data were analyzed using systematic qualitative data analysis through classification (coding), labeling, category preparation, and data classification. The research results show that the four dimensions of leadership, namely transformational, collaborative, sociocultural, and shared leadership, contribute and complement each other in encouraging the success of effective local leadership in dealing with stunting. The research findings show the importance of responsive leadership, collaborative leadership based on planning and openness, leadership oriented to local wisdom, leadership that positions the community as the leading actor, and effective local leadership model in handling stunting. The reason for this is that e-governance must be inclusive. Our reason for this attempt is to examine the nexus of innovation that Indonesia and Vietnam have actualized. Both countries have advanced digital infrastructure in recent years, yet progress in human capital development, especially digital skills, has not kept pace. Based on this, we explore e-governance through public-private sector engagement, stress the growing gap between technological progress and citizens’ digital skills, and examine trends in digital infrastructure development, using secondary data from published surveys. The findings note that e-governance has made great strides, but human capital development is still lagging, with slower growth in digital skills. While previous studies have widely discussed digital transformation from technological and administrative efficiency perspectives, limited attention has been given to its direct impact on community-based economic activities. Addressing this gap, the study aims to analyze government digital policy strategies, evaluate the implementation of digital public services, and assess their contribution to creating a more inclusive and responsive economic environment. A qualitative descriptive-analytical approach is employed, supported by bibliometric analysis using secondary data from the Scopus database. Documents published between 2015 and 2025 were analyzed using RStudio to identify publication trends, dominant themes, and knowledge structures related to digital transformation in the public sector. The findings reveal a significant increase in global research on digital transformation, with an annual growth rate, indicating its growing relevance in governance and economic development. Digital transformation is found to represent a structural shift in public service delivery rather than merely technological adoption. In Indonesia, government-led digital initiatives have improved bureaucratic efficiency, expanded market access, and supported the growth of digital economic actors, particularly MSMEs and startups. This study concludes that digital transformation plays a crucial role in strengthening public service performance and accelerating inclusive economic growth. This aligns with the Ministry of Education, Culture, Research, and Technology Regulation Number 14 of 2022 concerning the Organizational Structure of the Educators Professional Development Center. The objective of this research is to ascertain the effectiveness of the organizational changes implemented at the Educators Professional Development Center in West Java. This research draws on the organizational change Theory by Jones (2013). The method employed in the study is a qualitative approach using purposive sampling. This analysis is primarily based on an extensive literature review that examines how various trends from both global and national contexts, including digitalization, interdisciplinary shifts, and value pluralism, influence curricula, leadership preparation, and research expectations. Identified are enduring deficiencies in institutional capacity, advancements in teaching, and methodological diversity. The report asserts that public administration education requires reconfiguration to transcend bureaucratic training and focus on ethical leadership, systems thinking, and local governance literacy. This article discusses recess service innovations through the eRO'TA (e-Recess By Us) application at the Makassar City DPRD, which is designed to improve access and transparency in the delivery of people's aspirations. This study aims to analyze the characteristics, implementation, and constraints of the application as a legislative digital innovation model. Using a qualitative approach with a case study design, data was collected through in-depth interviews, participatory observations, and document analysis from 12 key informants. The results of the study show that eRO'TA meets four characteristics of innovation according to Robbins, namely peculiarity, elements of novelty, planned processes, and clear goals. This application has succeeded in increasing the efficiency and accountability of recess services through digital transformation. However, challenges in the form of technical disruptions, lack of socialization, and low digital literacy still hinder widespread adoption. These obstacles have implications for the lack of optimal aspiration databases as the basis for development planning. The study of stunting intervention is crucial because it is categorized as a global issue. The purpose of this study is to describe the collaboration process and develop a conceptual model of collaborative planning. The approach used in this study is a qualitative approach with Soft Systems Methodology (SSM) analysis tools to develop a conceptual model of collaborative planning. Data collection was conducted through semi-structured interviews, focus group discussions (FGDs), observations, and document studies. The results of the study are a conceptual model of collaborative planning as a solution for stunting intervention to determine the objectives and programs to be implemented by the regional government. Through the stages of this model, a collaborative process can be carried out with stakeholders. Environmental adaptation is needed to ensure the implementation of the conceptual model of collaborative planning runs smoothly.
