Abstract
Banyak hal yang dapat dilakukan masyarakat untuk berpartisipasi di dalam pelaksanaan suatu kebijakan publik, diantaranya adalah melalui Advocacy Policy. Salah satu wujud nyatanya berupa Gugatan Warga Negara yang memang baru belakangan dikenal di Indonesia. Sejauh ini efektifitas yang diperoleh masih beragam, namun khususnya di Kota Bandung, ternyata sangat berpengaruh terhadap kebijakan pemerintah setempat di dalam mewujudkan penyelenggaraan jalan yang berpihak kepada pelayanan publik. Dalam makalah ini, Penulis mencoba untuk menyampaikan secara kasuistis namun tetap berpedoman pada teori yang ada dengan harapan semoga memberikan wawasan dan meningkatkan khasanah di dalam Studi Kebijakan Publik.
