SIGNIFICANCE OF DECENTRALIZATION FRAMEWORK IN CONSTRUCTING A MODEL OF DEMOCRATIC DEVELOPMENTAL REGIME AT LOCAL LEVEL (CASE STUDY OF BANDUNG CITY GOVERNMENT)1

Tri Widodo W. Utomo
