Penerimaan Inovasi Dalam Kerangka Organizational Learning Pada Sistem Dokumentasi Masyarakat di Kabupaten Purbalingga

Abstract
Era disrupsi yang terjadi saat ini menuntut pemerintah untuk beradaptasi dengan melakukan perbaikan-perbaikan organisasi guna meningkatkan akuntabilitas, kinerja, transparansi, serta pelayanan publik. Tuntutan ini ditanggapi oleh Pemerintah Kabupaten Purbalingga dengan meluncurkan inovasi Sistem Dokumentasi Masyarakat (Sidomas) yang berguna untuk memfasilitasi masyarakat dalam menyimpan dokumen keperdataan dan legalitas kependudukannya. Adanya sebuah perubahan, tentu akan ada penerimaan maupun penolakan didalam organisasi. Tujuan penelitian ini adalah untuk menganalisis proses penerimaan inovasi Sidomas di Kabupaten Purbalingga serta untuk menganalisis pembelajaran yang didapatkan dari pelaksanaan aplikasi Sidomas dalam kerangka organizational learning. Hasil penelitian menunjukan bahwa tahap-tahap proses penerimaan inovasi Sidomas telah dilewati. Kurangnya kolaborasi antar aktor pada pelaksanaan Sidomas menunjukan bahwa inovasi ini belum dapat diterima oleh internal organisasi di lingkungan Pemerintah Kabupaten Purbalingga. Selain itu, potensi-potensi yang dimiliki oleh aplikasi Sidomas belum dapat dimaksimalkan oleh Pemerintah Kabupaten Purbalingga dalam mereformasi pelayanan publik. Kekurangan yang terdapat pada proses penerimaan inovasi Sidomas dapat menjadi bahan perbaikan Pemerintah Kabupaten Purbalingga dalam kerangka pembelajaran organisasi.
