Abstract
Pemerintahan Daerah yang menganut asas desentralisasi, dekonsentrasi dan tugas pembantuan, dengan kewenangan
masing-masing pemerintahan diatur dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian Urusan
Pemerintahan Antara Pemerintah dengan Pemerintahan Daerah Provinsi dan Kabupaten/Kota. Namun demikian
dalam implementasi kebijakan otonomi daerah tersebut masih belum mampu mencapai sasaran dan tujuan yang
diharapkan, oleh karena itu dalam artikel ini akan menyoroti faktor-faktor keberhasilan implementasi kebijakan publik
ditinjau dari sudut pandang teoritis, praktis dan pengalaman penulis sebagai bagian dari implementor kebijakan publik
dengan harapan dapat memberikan solusi terbaik dalam implementasi kebijakan otonomi daerah di Indonesia.
